On November 24, the Beijing Municipal Bureau of Economy and Information Technology and five other authorities jointly issued the Several Measures of Beijing Municipality for Promoting High-Quality Development of Medical Device Industry (hereinafter referred to as the "Measures"), introducing 15 specific policies from five major dimensions: R&D registration, achievement implementation, ecosystem aggregation, digital empowerment, and open cooperation, covering almost the entire chain of medical device industry development. The Measures aim to enable Beijing's medical device industry to achieve both "innovative breakthroughs" and "local rooting," thereby building a high-end industrial highland with international influence. The Measures take effect on November 24, 2025, and remain valid until December 31, 2028. Notably, the Measures press the "accelerate button" for "AI + healthcare," encouraging healthcare facilities to put into use novel AI-assisted diagnosis and treatment technologies by referencing existing AI-based medical service pricing items.
For medical device enterprises, the biggest headaches are often "difficult R&D, slow marketing, and challenging promotion." The newly issued Measures precisely target these pain points by establishing a "full-chain" support system for enterprises from source to terminal. The Measures encourage enterprises, research institutions, and healthcare facilities to form medicine-engineering collaborative innovation consortia, and promote the commercialization of forward-looking innovation achievements by implementing the Promotion Plan for the Transformation of Medical Science and Technology Innovation Achievements in the Capital and "Creating a Winning Future" project roadshows. In terms of approval speed, targeting the pain point of "slow marketing" for clinically urgently-needed devices, the Measures specify immediate inspection upon acceptance to shorten inspection time limits to an average of 60 working days for passive medical devices and diagnostic reagents and an average of 90 working days for active medical devices.
To support the commercialization and adoption of innovative devices and enable good products from laboratories to be adopted by hospitals, the Measures propose the timely inclusion of eligible innovative medical device products into the Zhongguancun Catalog of Innovative Medical Devices and the Beijing Catalog of First-of-Its-Kind Major Technical Equipment, and call for strengthening publicity efforts toward healthcare facilities, regularly organizing product promotion meetings, and improving processes and mechanisms for direct recommendation of catalog products to hospitals.
Meanwhile, to integrate innovative medical devices into clinical practice more quickly, the Measures propose supporting the joint construction of innovative device training centers and application demonstration centers by hospitals and enterprises, specify support for national high-end medical equipment promotion and application projects jointly conducted by hospitals and enterprises, and put forward coordinating the layout and construction of high-end medical equipment training and demonstration bases "one in the south, one in the north" to promote the achievements of innovation and high-quality development of high-end medical equipment.
Furthermore, the "skeleton" of the medical device industry ecosystem is being built. The Measures emphasize support for the construction of high-quality industrial carrying spaces for medical devices. Regarding key components and raw materials in the industrial chain, the Measures encourage enterprises and consortia to participate in bidding-based research and conduct joint innovation. Financial support of up to RMB 30 million (not exceeding 30% of the audited project tackling investment) will be granted to enhance the resilience of the industrial chain through upstream and downstream enterprise collaboration.
In alignment with digitalization trends, the Measures position digital empowerment as an important engine for medical device industry upgrading. The Measures propose accelerating the construction of high-quality healthcare industry datasets, improving data circulation policies in the healthcare field, supporting enterprises in building data governance service platforms within the pilot zone for basic data systems, and supporting medical device enterprises in jointly developing and deploying industry-specific large language models (LLM) with LLM enterprises. Financial support of up to RMB 30 million based on computing power costs will be granted to those reaching domestic first-class and international leading levels.
